  11. We have a small ISP running an Annex 4000 terminal server and a couple of
  12. different kinds of modems.  For some reason one kind of modem, the
  13. practical peripheral 28.8, tends to go off hook. 
  14.  
  15. I'm inclined to believe that this is just a problem with the practicals,
  16. because our other modems -- accura 14.4's -- almost never go off hook. 
  17.  
  18. What causes modems to lock up?  And apart from replacing ours with new 
  19. ones, is there anything we can do about the problem?
